Safety First - Or A Distant Last

Relief is just around the corner. Or so they say.
The Ugandan version of the Department of Transportation just published a report on Boda (motorcycle) safety with an outline to make the Ugandan roads safer. There are plans to limit the number of Bodas and Boda drivers. Evidently, only 30% of current Boda drivers read English (all road signs are in English) and only 20% have a driver’s license.
Well, THAT explains it! The road chaos I mean.
The idea of the plan sounds promising. But we’re not holding our breath. The new rules don't mention anything about limiting the number of passengers or the amount of cargo they transport.
